247 – On Tuesday morning, the Attorney General's office of Goiás announced it would sue Carta Capital magazine for associating the state with crime and for wrongly accusing Governor Marconi Perillo of involvement in Carlinhos Cachoeira's corruption scheme. But evidence confirming the magazine's version is beginning to emerge. Reports from the Federal Police reveal that Eliane Pinheiro, who holds a position of trust in Marconi Perillo's government in Goiás, received calls from the illegal gambling operator and warned Mayor Geraldo Messias (PP), of Águas Lindas de Goiás, an ally of Perillo, that he was the target of an investigation. The leak of this information hampered the police work, according to the Federal Public Prosecutor's Office.

A report by the Federal Police states that the chief of staff of the governor of Goiás, Marconi Perillo (PSDB), received confidential information about police operations from businessman Carlinhos Cachoeira, which was then passed on to those involved, thus hindering the investigations, according to the Federal Public Prosecutor's Office.

Eliane Pinheiro, who continues to hold a position of trust in Perillo's government, received information from Cachoeira about the targets of Operation Apate, which investigated alleged tax fraud in municipalities in the interior of Goiás state in 2011.

The Federal Police report states that Cachoeira exchanged a series of phone calls and text messages with Eliane, who, according to the Federal Police's conclusion, was responsible for informing Mayor Geraldo Messias (PP), of Águas Lindas de Goiás, who is an ally of Perillo.

The illegal gambling businessman and the governor's chief of staff were mentioned in two reports produced in 2011 from another Federal Police operation, Monte Carlo, which led to the arrest of Cachoeira and members of his group. It was in this operation that Demóstenes Torres (former DEM) was also recorded acting in the businessman's interests.

In the report, the Federal Police included a photo of Eliane with her personal information, such as her CPF (Brazilian taxpayer ID), and phone numbers (including her work number) used to communicate with Cachoeira and members of the businessman's group.

According to the Federal Police, Eliane also used a Nextel radio with a line enabled in the US. The police investigation states that Cachoeira's group believed these devices were immune to wiretapping by the Federal Police, which, however, managed to record them with judicial authorization.

Based on the investigations, the Federal Public Prosecutor's Office states that, in May of last year, Cachoeira caused "damage to the public administration by passing on information that there would be a search operation at the home of the mayor of Águas Lindas to Eliane Gonçalves Pinheiro, chief of staff of the governor of the State of Goiás, through text messages."

According to the Prosecutor's Office, the "operation in question was ineffective, given that the mayor of Águas Lindas was surely warned and was not even seen at the locations targeted for search." This conclusion was anticipated by the newspaper "O Popular," from Goiânia.

The Federal Police created a flowchart of the phone calls and says that Eliane is a "close friend" of the mayor: "There is strong evidence of a violation of professional secrecy, since confidential information about Operation Apate was disseminated in these dialogues."

Cachoeira received confidential information from informants, including within the Federal Police itself. A text message intercepted by the police says "op pref amanhã" (operation at the city hall tomorrow). The search and seizure at Messias's house did indeed occur in 2011, but he was not there.
