Budget of R$ 11 billion approved for 2017.

Governor Marcelo Miranda will, in the coming days, approve three draft laws for the 2017 fiscal year: one concerning Budgetary Guidelines (LDO/2017), another concerning the Multi-Year Plan (PPA) for the four-year period 2016-2019, and the Annual Budget (LOA) which estimates the revenue and sets the expenditure of the State of Tocantins for the 2017 fiscal year, totaling R$ 11 billion.

Tocantins 247 - Governor Marcelo Miranda will approve in the coming days the three signed laws for the 2017 fiscal year: one concerning Budgetary Guidelines (LDO/2017), another concerning the Multi-Year Plan (PPA) for the four-year period 2016/2019, and the Annual Budget (LOA) which estimates the revenue and sets the expenditure of the State of Tocantins for the 2017 fiscal year, in the amount of R$ 11 billion.

Before being voted on in plenary, the matters received favorable opinions from the Finance, Taxation, Inspection and Control Committee, the Consumer Protection Committee and the Constitution, Justice and Drafting Committee (CCJ) of the Legislative Assembly, and around midnight this Thursday (15), the deputies unanimously approved, in an extraordinary session, the three projects LDO, PPA and LOA. 

State Representative Amélio Cayres was the rapporteur for the Budget Guidelines and Annual Budget Bills. The Annual Budget Law was approved with six parliamentary amendments, one creating the Fund for the Allocation of Resources from Parliamentary Amendments for 2017, another proposing a reduction from 40% to 5% for the opening of supplementary credits, and the others directed to the Anti-Drug Program and the health sector.

The 2016/2019 Multi-Year Plan (PPA) was approved with two amendments presented by Congressman Paulo Mourão, the project's rapporteur. The PPA comprises the government's strategic guidelines and programs, with their respective objectives, actions, and goals, to be executed by the branches of government in the coming years.

Support

The commitment shown by the state representatives to vote on and approve the 2017 budget proposals before the parliamentary recess is a cause for recognition by the State Government, emphasizes the Secretary of State for Planning and Budget (Seplan), David Torres. “We want to thank all the representatives for their support, the participation of all branches of government, and the collaboration of other Executive branch agencies in preparing the budget proposals for next year,” he said.

Another point highlighted by the secretary was that the 2017 budget was prepared based on the government strategies established in the 2016/2019 Multi-Year Plan (PPA). According to the head of the Planning Secretariat (Seplan), there were no budget cuts in any of the government's priority areas, such as health, education, and security.

David Torres made a point of highlighting the reduction in the opening of the supplementary credit index, which went from 40% to 5%. “Therefore, all branches of government should emphasize their planning areas, since the budget programming must be executed throughout the 2017 fiscal year. We have made Seplan available to the branches of government and agencies to work together on this, in order to not exceed this 5% percentage,” he explained.

Budget Division

According to the Budget Law, the total division of expenses by branches of government and agencies shows that the Executive Branch will have R$ 4,824 billion for Direct Administration, while Indirect Administration will have R$ 4,903 billion.

The budget for the Legislative Branch is R$ 257,047 million, and for the Judiciary, R$ 596,502 million. The Public Prosecutor's Office (MPE) will receive R$ 198,220 million. The State Public Defender's Office (DPE) will have R$ 124,517 million, and the Court of Auditors (TCE) R$ 129,363 million.
