Samia Laços/Alagoas Agency - The State of Alagoas concluded 2015 with the third lowest value of expenses from previous fiscal years (DEA) among the other federative units. The survey was conducted by the Valor Econômico newspaper using information from the National Treasury Secretariat (STN) and indicates that the State managed to reduce this type of expense by 36%, closing the year with R$ 87 million.
The reduction represents R$ 51 million less than the expenses of previous fiscal years recorded in 2014 and, according to the Secretary of Finance George Santoro, demonstrates that Alagoas has been undergoing a rigorous process of financial organization and adjustment in public spending, while in other states this type of expense has been growing without any kind of control.
Unlike outstanding payments, DEAs (Dependent Authorizations) refer to expenses that were not recorded or committed in the budget at the time and should only be considered in exceptional cases and very carefully. However, DEAs have been used in a distorted manner and, according to data from the National Treasury Secretariat (STN), total R$ 15,4 billion across 24 states.
According to the ranking presented by the newspaper Valor Econômico, the states of Minas Gerais, Bahia, Rio de Janeiro, Pará, Rio Grande do Sul, and the Federal District appear at the top, with the highest DEA (Dependency of Economic Activity), with variations reaching up to 130% more compared to the previous year.
Regulation
At the beginning of the administration, in 2015, the Government identified that Alagoas was the only state in the country that did not have any rules regarding the administration of DEAs (Expenditure Authorizations) and, aware of the need for regulation, issued, through the Budget Execution Decree for the 2015 fiscal year, a specific section that provides for all procedures related to expenses from previous fiscal years, including the initiation of an investigation for cases in which there is no proof of the reasons that prevented their payment, making the evaluation of these expenses more rigorous.
