The Minister of Micro and Small Businesses is accused by the Public Prosecutor's Office of pressuring Cetesb, the São Paulo state environmental agency, to approve a residential condominium project located on the north coast of São Paulo, on land owned by the then vice-governor; the action was formalized on Friday the 26th and Afif denies any irregularities.
SP 247 – The Minister of Micro and Small Enterprises, Guilherme Afif Domingos, is accused by the Public Prosecutor's Office of committing administrative misconduct for pressuring Cetesb, the São Paulo state environmental agency, to approve a residential project that was in his interest when he was vice-governor of São Paulo, according to reports. According to the agency, which filed a formal complaint against the minister this Friday, the 26th, Afif Domingos wanted the approval of a residential condominium, with 50 houses, located on Praia da Baleia, in São Sebastião, on the north coast of São Paulo, on land that belonged to him. Cetesb had vetoed the project in 2009, alleging that it would cause damage to the environment.
According to the complaint, the then vice-governor allegedly pressured the agency in January 2011. Cetesb's approval came that same year. "The decision changed based on a report made after an inspection of less than 24 hours," says prosecutor Silvio Antonio Marques.
Afif is a partner in one of the companies involved in the project. He denies any wrongdoing. His lawyer states that, during the execution of the reports questioned by the Public Prosecutor's Office in October 2010, her client did not hold any positions in the São Paulo state government.
