Goiânia Airport resumes construction after six years.
Governor Perillo, Minister of the Civil Aviation Secretariat, Moreira Franco, and president of Infraero, Gustavo do Vale, signed a service order for the immediate resumption of construction. New facilities will be built in two phases: the first will cover 26 square meters, with 12 aircraft positions (four with boarding bridges and eight remote positions), sufficient to support demand until next year. The second phase, to be completed in 2020, includes a 15 square meter expansion of the passenger terminal, which will have four more boarding bridges. Moreira Franco apologized to the people of Goiás for the work stoppage and praised Perillo's commitment to resolving the problem.
Goiás 247_ Governor Marconi Perillo participated, on the morning of this Wednesday (18), in the signing of the service order for the immediate resumption of works on the passenger terminal at Santa Genoveva Airport, in a ceremony at the airport, with the presence of the Minister of the Civil Aviation Secretariat, Moreira Franco, and the president of Infraero, Gustavo do Vale, as well as senators, deputies and the mayor of Goiânia, Paulo Garcia. The ceremony took place at the construction site, next to BR-153, in front of Ceasa.
The construction is expected to take 18 months and cost approximately R$ 251 million. Initially, the Odebrecht/Via Engenharia consortium will resume work on the passenger terminal and then submit a document to the TCU (Brazilian Federal Court of Accounts) for evaluation of the project for the external area, which includes the taxiway, aircraft apron, and airport parking. This second phase should be completed within twelve months.
Moreira Franco took advantage of the ceremony to humbly apologize to the people of Goiás for the six-year stoppage of the works, and acknowledged the commitment of the governor, the Goiás senators and representatives to the resumption of the works. "I believe we should all apologize to the people of Goiás for a project that was paralyzed for six years with no prospect of resumption, a project that is fundamental for the safety, comfort, and right of the population to come and go; something that, when resumed, must be celebrated," he said during a press conference upon arriving at the site of the signing of the service order.
Later, during his speech, he recalled the extraordinary efforts, especially of the state government. "From Governor Marconi, the secretaries, the Goiás delegation that was always united, and also the mayor," he said. The president of Infraero also gave a speech acknowledging the work undertaken by the Government of Goiás and the federal government during the process of resuming the works. "Those moments made me see the importance of getting this airport moving forward, thanks to the presence of the State, the secretaries, deputies, the mayor, all imbued with the spirit of getting this work resumed," he emphasized. "At the beginning of 2015, we will be delivering a modern airport, with more than one hundred commercial points, which will meet the existing demand for the next three to four years," he added.
At the end of the ceremony, he said that Infraero should soon launch the bidding process to build the airport expansion. "We are almost at the limit of demand, thanks to the economic growth that Goiás has experienced in recent years," the president noted, highlighting that the resumption of the works will generate 1.300 direct jobs.
The governor highlighted that the resumption of the works is the result of a united effort and the end of intensive pressure directed at the state and federal governments. “Yesterday I had the opportunity to personally thank President Dilma for her commitment, and in this whole story there was a very large involvement of Infraero, Minister Moreira Franco, the deputies, the senators, the consortium of companies and, especially, the Federal Court of Accounts (TCU). Without everyone's involvement, we would not have had the possibility of resuming and, in a short period, completing this work so important for the present and future of our state,” he stated.
“When I was a senator, I worked hard to make this happen, and I was able to support many fellow senators and representatives, as well as the personal commitment of Minister Raimundo Carreiro (TCU). Now, as governor, I have been to Infraero, the TCU, and the Army Command several times, met with business leaders, and participated in numerous meetings to unblock the project,” the governor stated.
He further stated that this airport arrives at a very important moment for the state's economy. "Goiás is one of the fastest-growing states in the country, it has become a large construction site for federal, state, and municipal projects, and this project will provide the security to attract new investments, multiplying GDP, exports, and jobs. Congratulations to everyone who got involved in a determined way, and now we feel victorious," Marconi concluded.
Resumption was authorized in July by the TCU (Brazilian Federal Court of Accounts).
The resumption of construction on the terminal was authorized at the end of July, when the Federal Court of Accounts (TCU) published ruling 1823/2013, which allowed the continuation of services based on the updated and supplemented executive and budgetary projects submitted by the Consortium. The works, under the responsibility of the Federal Government, began in 2005 and were halted in 2007 when the TCU detected irregularities in their execution. Governor Marconi reported more than 50 visits to the agencies responsible for unblocking the project and completing the executive plan.
The Odebrecht/Via Engenharia Consortium is also responsible for updating and supplementing the executive project and budget for the infrastructure (taxiways, aircraft apron, and vehicle parking) of the new terminal. These documents are currently being prepared and should be submitted to the TCU (Brazilian Federal Court of Accounts) for analysis in December of this year, according to information from Infreaero. If approved, this infrastructure will also be executed by the Odebrecht/Via Engenharia Consortium and will be ready along with the passenger terminal.

For this second phase, Infraero will conduct a bidding process, since the projects for this stage are being developed by the Consortium, according to an agreement signed in 2012.

The terminal will have a main building, fully air-conditioned, with a general infrastructure system for smart buildings, a gallery, escalators, panoramic elevators, and four boarding bridges. It will consist of four main levels: a basement, with 4.120 square meters (service area); ground floor, with 12.270 square meters (check-in and boarding area); intermediate level, with 1.600 square meters (technical gallery); and upper level, with 9.170 square meters (food court, shops, boarding area).
The building's basement will house an electrical substation, air conditioning system, storage areas, and infrastructure systems. The ground floor will contain the check-in area with 29 service counters, ticket sales and reservation counters, a lobby, arrivals area, and shops and services for tourism. The domestic arrivals area, also on the ground floor, will include a domestic arrivals hall measuring 1.384,35 square meters, as well as two rooms for Infraero administration and for the Operations Center and related services.
