Parliamentary Inquiry Commission will create a 'map of crime' and security policies, says Rogério Carvalho.

Senator explains that the commission will seek to understand how organized crime is structured and proposes a debate on the use of force in police actions.

247 - The newly installed Parliamentary Commission of Inquiry into Organized Crime in the Federal Senate intends to create a detailed "map" of crime and public security policies in Brazil, stated Senator Rogério Carvalho (PT-SE) in an interview with... TV 247According to the legislator, the objective is to understand how organized crime occupies territories, operates on different economic fronts, and influences the security policies adopted in various states of the country.

The senator explained that the commission should go beyond investigating specific cases. “We are going to create a kind of map of public security in Brazil and how organized crime has occupied the scene, the territory, the businesses. How to have a more precise view of these main organizations and how they operate,” he declared. He added that the CPI intends to hear from governors and other authorities to understand “the arteries that feed these organizations, how money, weapons, and goods circulate.”

National mapping of organized crime

According to Rogério Carvalho, the commission will analyze different dynamics of criminal activity in the country, such as operations carried out in Rio de Janeiro, Bahia, and Ceará. The parliamentarian highlighted that the Rio de Janeiro case will be included as a point of observation, but warned that the model of police action adopted in the state should not be taken as an example to follow. “Obviously, Rio de Janeiro should be included in the CPI's observation, as a way of doing things and not as the policy or the recommended way to carry out police action,” he stated. For him, the investigation needs to question whether “the fight against organized crime will have to be done only with the use of force, preferably or intentionally only using force and producing this image of terror that we saw.”

Political debate and legislative proposals

Rogério Carvalho emphasized that the Parliamentary Commission of Inquiry (CPI) should result in concrete proposals to improve legislation and guide more effective public policies. According to him, the commission's work will not be limited to accountability, but will also seek to build a broader vision of the State's role in combating crime.

"All these issues should be on the commission's radar. In the end, I believe we will have legislative proposals that help and some conclusions to draw about..." modus operandi in several states and the political debate about these forms,” the senator stated.

According to Carvalho, it is essential that the Senate use the CPI (Parliamentary Commission of Inquiry) as a space for reflection on public security strategies in the country. "If we don't use the CPI to address this, we won't be contributing to clarifying public opinion about the fight against organized crime and the ways to combat it," he concluded.
