House committee approves system for entrepreneurship in the outskirts of the city.

247 - In December, the Industry, Commerce and Services Committee of the Chamber of Deputies approved Bill 2491/25, which creates the National Entrepreneurship System in Peripheral Regions (Sinaerp). The proposal aims to stimulate economic activity in peripheral urban areas and vulnerable communities, prioritizing states in the North and Northeast regions.

The initiative seeks to articulate public policies focused on entrepreneurship as a strategy for regional development and combating poverty.

The approved text establishes that Sinaerp (National System for the Integration of Public Services of the State of Rio Grande do Sul) must encourage ventures that promote job creation within the communities they serve. Priority groups for hiring include female heads of household, young people in situations of social vulnerability or institutional care, as well as migrants and refugees. The project also stipulates that the State must ensure visible public security and community protection in the areas covered by the program.

The rapporteur for the proposal, Deputy Josenildo (PDT-AP), presented a substitute for the original bill, authored by Deputy Duda Ramos (MDB-RR), with adjustments considered essential. One of the main changes was the removal of the provision for a 50% reduction in interest rates on public financing, excluded due to a lack of estimated financial impact.

The substitute bill also redefined the system's funding sources, restricting them to mandatory parliamentary amendments, transfers from the Union, private donations, and international resources. This excluded contributions from the Workers' Support Fund (FAT), the National Development Fund (FND), and revenues from oil.

Another point that has been modified concerns the responsibilities of the "Sistema S" (a system of private, non-profit organizations that provide vocational training and other services), such as Sebrae. The new text preserves the autonomy of these entities and stipulates that support for Sinaerp will primarily occur through continuing education programs developed in partnership with universities and educational institutions.

In justifying the project, the rapporteur pointed out that the high rate of informality, which reaches around 60% in some states, requires a broad public policy with a social and economic focus, capable of promoting productive inclusion and reducing poverty.

The proposal will still be analyzed, in a conclusive manner, by the Finance and Taxation Committee and the Constitution, Justice and Citizenship Committee. To become law, the text needs to be approved by the Chamber of Deputies and the Federal Senate, in addition to receiving presidential sanction.
