247 - The Minister of Institutional Relations, Alexandre Padilha (PT), stated that the government of President Luiz Inácio Lula da Silva (PT) is "concerned with combining socio-environmental responsibility with fiscal responsibility." "A country that lacks fiscal responsibility lives in insecurity. We want neither barbarism nor insecurity," he added in an interview with CNN Brasil. Padilha also said that the Lula government will create a "political council of the coalition," with all the parties that participated in the federation that helped elect the new government.

According to the minister, the government is seeking "an environment of security, planning, and predictability for those who want to invest in the Brazilian economy" through mechanisms such as "tax reform and the new fiscal framework. These are the two major priorities for the first half of the year in the economic area of our country." He also stated that other initiatives aimed at creating this environment are being adopted and should be implemented as soon as possible.

"First, the projects, two major Provisional Measures that we have already put in place, which involve social issues. We have a Provisional Measure that involves increasing resources for the Bolsa Família program, R$150 for each child, a guideline of the program, a very important social agenda. The decrees restructuring environmental policy are an absolute priority."

Along these lines, Padilha said that the Lula government intends to “create a political council for the coalition, something I even coordinated when I was Minister of Institutional Relations under President Lula at the end of his second term, which will include the party president, the leader of the Chamber of Deputies, and the leader of the Senate. The parties that nominated members for the cabinet will be invited. There are some parties that did not nominate members for any ministry but are nominating members for the second stage of forming the government. We will invite them as well.”

“It will be an ongoing debate. For each important debate, we will present it to the parties beforehand, and have a monthly meeting with President Lula. That's how we will consolidate governability, both in Congress and in our relationship with state and municipal governments. The importance of governability is to confront the problem of hunger, rebuild environmental preservation structures, address the learning gap in Brazil today, the healthcare queues, and create an environment of tranquility, security, and predictability in the country for those who want to invest in Brazil,” he emphasized.
