Petrobras is prohibited from participating in the pre-salt bidding rounds.

The state-owned company requested the Superior Court of Justice (STJ) this Thursday morning to suspend the decision, but the court rejected the request, made through a precautionary measure. Without the debt clearance certificate, the company states in its request, which Folha had access to, it "will not be able to regularly carry out its activities," causing harm not only to itself but to the entire economy.

Petrobras "is prevented from importing the oil necessary to supply fuel to the national market, is prevented from exporting its production, is unable to participate in ANP bidding rounds, including those related to the pre-salt layer, is unable to benefit from federal tax incentives, etc.", the text states.

"The debt that led to the cancellation of Petrobras's certificate is related to the non-payment of Withholding Income Tax on remittances abroad for the payment of mobile oil platforms, between 1999 and 2002. The company was fined in 2003 and, since then, has been challenging the debt collection in court," the report states.
