Petrobras Agency - Petrobras paid an average of R$1,1 billion per business day in taxes (own and withheld) and government participations (PGOV) in Brazil in 2024. The total collected by the company last year was over R$270,3 billion. The company is one of the country's main taxpayers, responsible for approximately 7% of total Brazilian tax revenue.

At the federal level, the company contributes 6% of the national tax revenue, while at the state level, this share corresponds to approximately 13% of the total collected. Over the past five years, the company has paid more than R$ 1,1 trillion in taxes and government participations in Brazil, an amount distributed among the federal government, the states, the Federal District, and the municipalities.

In 2024, R$ 62 billion was collected in government participation fees. The amounts paid in PGOV (Government Participation Fees) are mainly composed of royalties (R$ 38,1 billion) and special participation fees (R$ 23,6 billion). Based on data from the National Petroleum Agency (ANP), Petrobras alone was responsible for 65% of the distribution of Special Participation Fees and Royalties last year.

“The amount of over R$ 270 billion paid to public coffers in 2024 was the second highest in the last 10 years. Petrobras is present in 22 Brazilian states and 128 municipalities, and we are proud to contribute to the socioeconomic development of our country. The publication of the Fiscal Report reflects the solid principles of ethics, integrity, transparency, efficiency, and social responsibility that guide our tax management,” says the Chief Financial Officer and Investor Relations Officer, Fernando Melgarejo.

The withholdings made by Petrobras include its own taxes, derived from its operations, and taxes withheld from third parties, acting as a tax responsible party and tax substitute, since Petrobras withholds taxes on commercial transactions with clients and suppliers, as established by Brazilian law. The withholdings also include government royalties, which are financial compensations paid by companies that explore and produce oil and natural gas in Brazilian territory.
