Jucá states that the Provisional Measure complementing the labor reform will be released on the 11th.

Current Brazil Network - Senator Romero Jucá (PMDB-RR), the government leader in the House, said today (1st) that the provisional measure to "supplement" Law 13.467, which amends labor legislation, will be issued on the 11th. On that date, the "reform" law, approved in July in the Senate, will come into force.

After passing through the Chamber of Deputies in April (Bill 6.787), the text of the "reform" arrived in the Senate as Bill 38 and, before being approved, was rejected in one of the thematic committees and provoked an "occupation" of the Senate floor by a group of female senators. To approve it without changes, the government offered a provisional measure to "compensate" for some items in the bill. The spokesperson for this promise was Jucá. After more than 11 hours of session, the base text was approved by 50 votes to 26. If it were altered, the bill would have to return to the Chamber of Deputies.

"The measure will be edited on November 11th when the new labor legislation comes into effect," Jucá wrote on Twitter. "Therefore, there is no breach of the agreement made here with senators and representatives," he added.

Among union leaders, there was a growing conviction that the provisional measure would no longer pass. Some still prefer to wait until the 11th. An alternative would be to try to approve a bill dealing with the funding of the entities. In the first wage campaigns after the law's approval, categories such as metalworkers and chemical workers in São Paulo have managed to maintain the social clauses. The assessment is that the effects will begin to be felt in 2018.

In addition to altering several provisions, the law severely impacts union finances by making union dues (or taxes) optional. "Now, only those who want to pay do so. But those who don't pay have the same rights in wage agreements as those who do," stated Ricardo Patah, president of the UGT (General Union of Workers), today on Facebook. According to him, the reform was made "in favor of capital and against workers, and an attack, let's be clear, against the Brazilian union movement."
