"Tax loopholes" drain the budget and reduce revenue, says Haddad.

The Finance Minister said that the tax reform should restore the country's investment capacity.

Reuters - Finance Minister Fernando Haddad said on Thursday that tax "hidden clauses" created over the years have been draining the Brazilian state budget and reducing government revenue.

In an interview with BandNews TV, the minister also said that the government's intention with the tax reform is to restore the country's investment capacity and stated that those who do not pay taxes have to foot the bill for Brazil's fiscal adjustment.
