"Jabutis": cost on electricity bill could exceed half a trillion, government estimates.

247 - The federal government has revised its calculations on the financial impacts of including unrelated provisions—the so-called "riders"—in the bill regulating offshore wind energy. The new projection, according to... CNN Brazil, It points out that, if the text is maintained with the changes approved by the National Congress, the total cost to consumers could exceed R$ 525 billion by the year 2040.

The estimate, made by technicians from the Esplanada dos Ministérios (government ministries area in Brasília), raises the projected annual impact to R$ 35,06 billion — a value higher than the R$ 32 billion initially calculated by the Executive branch. The federal government's analysis indicates a significantly greater burden than that predicted by the National Front of Energy Consumers (FNCE), which estimated an accumulated cost of R$ 197 billion by 2050.

Among the "add-ons" that put the most pressure on the accounts, the most costly would be the mandatory contracting of natural gas-fired thermoelectric plants, with energy volumes and regions already stipulated in the legislation. This measure alone should cause an increase of R$ 20,6 billion per year in expenses, which corresponds to R$ 309 billion over a period of 15 years.

Another item with a significant impact is the mandatory contracting of small hydroelectric power plants (PCHs), which could cost R$ 12,4 billion annually, reaching a total of R$ 186 billion by 2040.

Government estimates also include the costs of contracting hydrogen and wind power plants, which will total R$ 1,46 billion per year — with R$ 1,2 billion for hydrogen and R$ 260 million for onshore wind power. Over 15 years, the total would reach R$ 21,9 billion.

Finally, the extension of the Incentive Program for Alternative Sources of Electrical Energy (Proinfa) is also factored in. This program, which aims to diversify the energy matrix, would have an annual impact of R$ 600 million, accumulating to R$ 9 billion over the same timeframe.
