The government is now discussing when this schedule should begin, given the tight fiscal space for the new subsidies that are planned.
According to Minister Nelson Barbosa (Planning), the third phase of the program will be launched later in 2015 and will "grow over the years." "We want to discuss the best transition from phase 2 to phase 3, to adapt this transition to the fiscal space we have, which is limited. So we need to prioritize and make good use of the limited fiscal space we have to expand the impact of this program," stated Barbosa.
Barbosa stated that in its third phase, the Minha Casa, Minha Vida program will be "improved" with the creation of an intermediate income bracket to expand the number of beneficiaries.
The new program is being called "Band 1 - FGTS" by the government, as it will combine the incentives of the first band (beneficiaries who receive up to R$ 1.600) with those of the second (income between R$ 1.600 and R$ 3.275).
Currently, those in the first income bracket pay installments of R$ 80 (5% of their income), while those in the second bracket pay installments of R$ 400 (25% of their income). "We want to increase the number of people who have access to this program, mainly by expanding its availability in large urban centers," Barbosa argued.
