Lula signs decree this Thursday that alters guidelines for the Rouanet Law, which provides incentives for culture.

The decree covers actions for indirect promotion and direct cultural support (Paulo Gustavo Law, Aldir Blanc Law, Cultura Viva), in addition to other public policies aimed at the sector.

247 - President Luiz Inácio Lula da Silva (PT) signs, this Thursday (23), the new decree of the Rouanet Law, which establishes new guidelines for the promotion of culture in the country. The decree aims to disseminate access to investments to promote and encourage culture to all regions of the country, in addition to paying attention to diversity, transparency, democratization of access, simplification of procedures and debureaucratization.

"It is essential to see culture in all its specificity and diversity, to recognize the needs of creators and to understand the production dynamics of different artistic segments, as well as to simplify procedures and broaden access to cultural goods for society," said the Minister of Culture, Margareth Menezes. 

The new decree covers indirect funding initiatives (Rouanet Law), direct cultural support (Paulo Gustavo Law, Aldir Blanc Law, Cultura Viva), as well as other public policies aimed at the sector, and establishes parameters to standardize the rules for monitoring, accountability, and the transfer of federal funds.

The new guidelines also encourage affirmative action aimed at women, Black people, Indigenous peoples, traditional communities, Afro-Brazilian religious and quilombola communities, nomadic populations and Roma people, LGBTI+ people, people with disabilities, among others. 

The signing ceremony for the decree, titled "Act for the Right to Culture, New Decree on Funding," will take place at the Municipal Theater in Rio de Janeiro at 18:30 PM.
