Alcolumbre extends provisional measures to combat the pandemic.

Karine Melo, Agência Brasil - Three provisional measures - MPs 967, 968 and 969, of 2020 - which deal with the opening of extraordinary credit to combat the new coronavirus and the extension of contracts for temporary employees of the Ministry of Justice and Public Security will have another 60 days of validity.

The acts - signed by the president of Congress, Senator Davi Alcolumbre - were published in this Friday's edition (17) of Official Gazette (DOU).

Health

Provisional Measure 967/2020 releases R$ 5,5 billion for the Ministry of Health to use in the fight against the Covid-19 pandemic. Issued in May, it was set to expire today. According to the text, the National Health Fund (FNS) is to receive R$ 4,8 billion, while the Oswaldo Cruz Foundation (Fiocruz) will receive R$ 713,2 million. The funds are earmarked for specialized healthcare.

The extraordinary credit is being paid for with funds from the cancellation of R$ 231,1 million in transfers to bodies of the Executive and Legislative branches. To finance the measure, the Ministries of Agriculture, Health, and Regional Development are also foregoing R$ 81,1 million, which would have been applied to the areas of sustainable agriculture, sanitary improvements, and water security. 

Meanwhile, the Chamber of Deputies had R$ 150 million cut for the same purpose. The money was intended for institutional outreach, the construction of a technology center, and the renovation of government-owned properties.

Bottom 

Another provisional measure, 969/2020, also releases funds for the Ministry of Health to combat the pandemic. Issued on May 20th, the text would expire on August 1st.

The extraordinary credit amounts to R$ 10 billion, destined for the National Health Fund (FNS). Of this amount, R$ 8,1 billion will be released from the contracting of a domestic credit operation. 

Temporary contracts

The third provisional measure, which will be in effect for another two months starting this Friday, authorizes the Ministry of Justice and Public Security to extend the temporary contracts of nine employees. According to the government, the extension is necessary because the COVID-19 epidemic prevents the holding of a public competition to fill these positions.

The professionals have been providing services to the ministry since 2015. With the Provisional Measure, the contracts can be extended for another year, expiring on May 18, 2021.

According to the federal government, these employees are necessary for the operation of the National System of Public Security, Prison, Weapons and Ammunition Traceability, Genetic Material, Fingerprints and Drugs Information (Sinesp). 

Sinesp integrates information from the states related to public safety, such as police reports, monitoring of areas with high crime rates, data on arrest warrants and missing persons registries, among others, according to the message accompanying the provisional measure.

Conduct

The three provisional measures are awaiting analysis by the plenary sessions of the Senate and the Chamber of Deputies, which must follow the summary procedure for processing provisional measures defined in April by the National Congress due to the state of public calamity. 

For this period, the Senate and the Chamber of Deputies approved a simplified procedure for processing Provisional Measures. Among the new features is the reduction of the validity period to 16 days – the normal period is 120 days. The summary procedure also establishes direct consideration by the plenary sessions of the Houses, without the need to go through joint committees.
