Lula's statement comes on the same day as the start of the 17th BRICS Summit, held in Rio de Janeiro. The meeting marks Brazil's rotating presidency of the bloc, in a context of global geopolitical instability.

Originally formed by Brazil, Russia, India, China, and South Africa, BRICS has been expanding and now includes countries such as Iran, Saudi Arabia, Egypt, Ethiopia, the United Arab Emirates, and Indonesia. Others—such as Cuba, Nigeria, Thailand, and Uzbekistan—participate as strategic partners.
