A prisoner in Amazonas costs three times more than in São Paulo.

"In 2016, payments to Umanizzare doubled compared to the previous year. According to a report from the Amazonas State Finance Secretariat, published on the Transparency Portal, R$ 429,4 million was allocated to Umanizzare last year. The Secretary of Security, Sérgio Fontes, also assessed the outsourced management of prisons in Amazonas, requesting a contractual review. "These contractual relationships really need to be reviewed," he said on Wednesday.

A survey based on the Treasury Department's report indicates that the average monthly cost per inmate for each of the 6.099 prisoners in the six units managed by the company was R$ 5.867 in 2016. Besides the high cost, inefficient management was one of the reasons why the prosecutor from the MPC-AM (Public Prosecutor's Office of Amazonas), Ruy Marcelo Alencar, requested that the contracts be terminated. “The current situation in the prison units is one of absolute lack of control,” he states in the report. He highlights photographic records showing “various weapons, cell phones, and dozens of escape tunnels” in the facilities. The Minister of Justice, Alexandre de Moraes, also believes there was administrative failure in the complex. “Because otherwise, machetes, heavy weapons, alcohol, and cell phones wouldn't have gotten in.”
