Brazilian Supreme Court breaks secrecy: Carlos and Jair Bolsonaro were the masterminds behind the parallel intelligence agency ABIN.
The Supreme Court also mentioned Alexandre Ramagem as another ally of Bolsonaro with direct involvement in the criminal scheme.

The Federal Police (PF) concluded that former president Jair Bolsonaro and his son, Carlos Bolsonaro, were part of a criminal organization that orchestrated clandestine espionage operations against opponents within the Brazilian Intelligence Agency (Abin).
The conclusion is contained in the final report of the "Parallel Abin" case investigations, which was finalized yesterday, when the Federal Police indicted approximately 30 individuals, including Carlos Bolsonaro. The confidentiality of the document was lifted today by the case's rapporteur, Minister Alexandre de Moraes.
The former president was not indicted because he is responding to accusations regarding the clandestine use of ABIN (Brazilian Intelligence Agency) in the criminal case concerning the coup plot, which is being processed in the Supreme Federal Court. According to the investigators' conclusion, the investigations proved the illegal use of ABIN against anyone who opposed the so-called political core, formed by the former president and his son.
"The evidence gathered throughout this investigation leaves no doubt about the existence of a disinformation dissemination core, responsible for producing and targeting disinformation against those who opposed the political core's objectives," stated the Federal Police.
According to the investigations, Minister Alexandre de Moraes, former congressmen Jean Wyllys, Rodrigo Maia, Joyce Hasselmann, former governor of São Paulo João Dória, and journalists Leandro Demori and Mônica Bergamo were illegally monitored.
According to investigators, Bolsonaro was the main beneficiary of the clandestine actions. "Jair Messias Bolsonaro appears as the primary recipient of the proceeds from the clandestine actions and the instrumentalization of ABIN," the report states.
The investigation also pointed to the illegal use of the agency to spread disinformation and discredit the electoral system. "This structure used the agency's resources to serve particular political interests, including actions aimed at influencing the outcome of the 2022 presidential elections."
According to the investigation, the clandestine actions were implemented during the management of former Abin director Alexandre Ramagem, who is a defendant in the criminal action of the coup plot and was also indicted, through the use of federal police officers and other trusted employees assigned to the agency and with the illegal use of the Firstmile monitoring program.
Current summit
The Federal Police also indicted the current leadership of ABIN (Brazilian Intelligence Agency), including the director-general, Luiz Fernando Correa, on charges of attempting to obstruct the investigation into "Parallel ABIN." José Fernando Moraes Chuy, the current inspector general, was also indicted.
"This group acted to hinder investigations into the criminal organization of the previous administration, through joint strategies with those under investigation, recalcitrance in handing over evidence (logs), actions to harass and discredit the former inspector general, omission regarding illegal operations, and potential manipulation of information and internal procedures," the investigation concluded.
Next Steps
After receiving the final report from the Federal Police, Minister Alexandre de Moraes must send the document to the Attorney General's Office (PGR) for review. It will be up to the Attorney General's Office to decide whether a new indictment will be filed against the accused or whether the case will be appended to the criminal proceedings concerning the coup plot that occurred during Bolsonaro's government.

Following the Federal Police's conclusions, Carlos Bolsonaro went to social media and insinuated that the indictment was politically motivated. "Did anyone doubt that Lula's Federal Police would do this to me? Justification? I believe you already know: elections in 2026? I don't think so! It's just a coincidence!", he declared.
