Luxury shopping mall operating without a license is already causing problems in São Paulo.

The bike path, which is under construction, still lacks an access ramp, and cyclists have to carry their bikes in their arms to exit the section; WTorre needs to complete the works to alleviate the chaos in the city.

247The clash between the São Paulo city government and Walter Torre, owner of the JK Shopping Mall – a luxury development built in the Itaim Bibi neighborhood – seems far from over.

The city government has not issued the operating licenses for the shopping mall because Walter Torre has not yet completed the construction of an overpass, a project considered essential to prevent a traffic collapse in the region.

In early April, the 1st Chamber of Public Law of the Court of Justice of São Paulo ruled that the opening of the new Iguatemi JK Shopping Mall is contingent upon the completion of the viaduct. If the developers decide to disobey the court order, they will have to pay a daily fine of R$ 500. The estimated daily visitor number for the mall is 17.

Even before its inauguration, the shopping mall is already causing problems for the city. According to a note published this Tuesday in Sonia Racy's column in the newspaper O Estado de S. Paulo, those who cycle along the "4,8 km that WTorre has already built between the Jaguaré/Villa-Lobos stations have faced a small problem: without access ramps, it is only possible to leave the stretch carrying the bicycle in one's arms." This chaos occurs because the bike path is under construction and 200 meters are still to be completed.
