247 - Federal deputy Paulo Pimenta (PT-RS) accused, this Monday (8), Senator Rogério Marinho (PL-RN) of being in “clear conflict of interest” by being part of the Joint Parliamentary Inquiry Commission (CPMI) that investigates fraud at INSS. During session who heard from former Social Security Minister Carlos LupiPimenta argued that the congressman from Rio Grande do Norte should be removed from the committee.
According to the congressman, Marinho could not participate in the investigation because he held positions directly related to the subject of the investigation. The Bolsonaro supporter was Special Secretary for Social Security and Labor between January 2019 and February 2020 and, subsequently, Minister of Regional Development in the Jair Bolsonaro government, until March 2022.
“Senator Rogério Marinho, a member of this CPI (Parliamentary Commission of Inquiry), was a minister and was directly responsible for the issues under investigation. As a member of this CPI, the senator has access to the classified documents that will investigate possible irregularities during the period in which he was a minister. Because of this, it is unequivocal that he is a party directly interested in the subject of the investigation,” declared Pimenta.
The parliamentarian stressed that the situation compromises the impartiality of the commission. “We are investigating possible irregularities during the period when the senator was a minister, with his participation as an investigator. This is absolutely incompatible,” he said, asking the president of the Joint Parliamentary Inquiry Commission, Senator Carlos Viana (Podemos-MG), to request the party leadership to replace the former minister.
Billion-dollar frauds in the crosshairs
Established in August, the Parliamentary Commission of Inquiry (CPMI) investigating fraud in deductions from social security benefits, estimated at R$ 6,3 billion, according to the Comptroller General of the Union (CGU). The approved work plan includes hearing from former Ministers of Social Security, presidents of the INSS, directors of Dataprev, and representatives of associations accused of involvement in the scheme.
In addition to Carlos Lupi, José Carlos Oliveira, who headed the ministry in the Bolsonaro government, and two individuals under investigation by the Federal Police were also summoned to testify: businessman Maurício Camisotti and Antônio Carlos Camilo Antunes, known as "Careca do INSS" (Baldy of the INSS).
