The Rio government's request for armored vehicles could only be fulfilled under a GLO (Guarantee of Law and Order) agreement, according to the Ministry of Defense.

247 - The Ministry of Defense informed this Tuesday (28) that the request from the government of Rio de Janeiro for the use of armored vehicles from the Brazilian Navy could only be fulfilled in the context of a Law and Order Guarantee Operation (GLO), which would require a presidential decree. The position was released in an official note, after statements by Governor Cláudio Castro about the role of the Armed Forces in public security in the state.

According to the statement, the request had been made in January 2025, when the Rio de Janeiro state government requested logistical support from the Navy through the supply of armored amphibious vehicles (CLAnf). The official letter was forwarded to the Attorney General's Office (AGU), which issued a technical opinion restricting the use of the vehicles to the context of a GLO (Guarantee of Law and Order operation).

"The Attorney General's Office issued a technical opinion indicating that the request from the Rio de Janeiro government could only be granted within the context of a Law and Order Guarantee Operation (GLO), which would require a Presidential Decree," the Ministry of Defense note highlighted.

The document recalls that the request came after the death of a Captain in the Brazilian Navy, who was hit by a bullet inside the Marcílio Dias Naval Hospital in December 2024. At the time, the Navy positioned armored vehicles around the hospital, respecting the legal limit of 1.400 meters around military installations, as an internal security measure.

The Ministry of Defense stressed that such measures were restricted to the protection of military assets and did not constitute a public security operation, reinforcing that any expansion of this type of action requires express authorization from the Presidency of the Republic.
