According to the minister, FHC's scholarship programs were "a pile of crumbs".
Tereza Campello, from the Ministry of Social Development and responsible for the Bolsa Família program, states that the social programs of the former president were "very timid, very poorly organized, and implemented very recently"; recalling the changes made during Lula's government, she criticized: "What did we do? We don't want this pile of crumbs that didn't even reach R$ 1 billion. We want a program that has consistency."
247 - In a critique of former President Fernando Henrique Cardoso's social programs, the Minister of Social Development, Tereza Campello, used the term "pile of crumbs" to refer to the Bolsa Educação (Education Grant), Bolsa Escola (School Grant), and Vale Gás (Gas Voucher) programs. She recalled the decisions made by Lula when he took office, criticizing his predecessor. "What did we do? We don't want this pile of crumbs that didn't even reach R$ 1 billion. We want a program that has consistency," she stated.
In an interview with journalist Josias de Souza, from the UOL portal, Tereza Campello also stated that the programs of the PSDB candidate were "very timid, very poorly organized, and created very recently." The minister further suggested that the initiatives were created with the 2002 elections in mind, not for the exclusive purpose of income transfer.
"Why wasn't it created in January 2002? Because the Fiscal Responsibility Law prohibited it. It was an election year. It couldn't have been created. So, it was created on the last day of the year. And this program was built throughout the election period, not as an income transfer program, but as compensation, because the price of gas was high. The Bolsa Escola program was also created in the year preceding the elections. It also lacks a history," he said.
The minister considers the unanimity surrounding the Bolsa Família program a "victory." "The fact that people don't dare speak against Bolsa Família is proof that it has been successful," she declared.
