Padilha discussed his call center with Cunha and Oi.

In messages sent to the then-president of the Andrade Gutierrez group, Otávio Azevedo, Michel Temer's Chief of Staff, Eliseu Padilha, requested that the Oi company contract his call center office in Porto Alegre; at the time, the telephone company was controlled by the construction firm; Eduardo Cunha was also invited to participate in at least one of the meetings on the subject; Padilha said he only discussed the matter with the president of the construction company and stated that the case was not taken further; later, he said he did not remember the meeting in São Paulo or Eduardo Cunha's presence.

247 - In messages sent to the then-president of the Andrade Gutierrez group, Otávio Azevedo, Michel Temer's Chief of Staff, Eliseu Padilha, requested that the Oi company contract his call center office located in Porto Alegre. At the time, the telephone company was controlled by the construction firm.

According to a report by Thiago Herdy, the request was made between 2013 and 2014, when Padilha was a federal deputy. Other messages found on the businessman's cell phone also indicate that then-deputy Eduardo Cunha was invited to participate in at least one of the meetings between the executive and Padilha.

The address for the meeting invitation between Padilha, Cunha, and Azevedo is the headquarters of Andrade Gutierrez in São Paulo, used by part of the contractor's commercial area and the holding company's administration, and also used for meetings of the cartel that operated in Petrobras contracts, according to testimony from former Camargo Corrêa executive Dalton Avancini. 

When questioned by Globo, Padilha said he had only discussed the matter with the president of the construction company and stated that the case was not pursued further. That evening, he said he did not remember the meeting in São Paulo or Eduardo Cunha's presence. The former Speaker of the House also stated that he had "no recollection of the meeting."
