247 - The Speaker of the Chamber of Deputies, Hugo Motta (Republicanos-PB), met this Wednesday with party leaders to organize the start of the legislative year and establish a minimum calendar for the first relevant votes in the House. The main outcome was the decision that the Public Security Amendment will be analyzed soon after Carnival, while the Anti-Gang Bill will be addressed at a later time. According to information released by the press, the strategy seeks to reduce conflicts and ensure predictability in the agenda.
The rapporteur for the proposal, Representative Mendonça Filho (União-PE), stated that Hugo Motta explicitly prioritized the topic and that the text will follow a procedure previously agreed upon with the leaders. Over the next two weeks, the report presented in December will be debated with the parliamentary groups, who may suggest adjustments before the formal deliberation in the special committee.
"President Hugo reaffirmed the priority given to the Public Security agenda. We will present the substitute bill to the parliamentary groups in the first and second weeks of February, so that they can provide input before the final decision in the special committee and then in the plenary session," declared Mendonça Filho.
According to the rapporteur, the expectation is that, once this debate phase is concluded, the PEC (Proposed Constitutional Amendment) will be considered by the special committee during the week of February 23rd, after the Carnival holiday. Mendonça also informed that he intends to meet, in the coming days, with the new Minister of Justice and Public Security, Wellington Lima, before the start of the round of presentations to the parliamentary groups.
The proposal reaches this stage after weeks of tension between the federal government and the rapporteur. Members of the Executive branch advocated for changes to strengthen national coordination in the fight against organized crime, preserve instruments of the Ministry of Justice in the management of the National Security Fund, and make the role of the Federal Police more explicit, in addition to criticizing the softening of the federal axis to avoid resistance from governors.
During the meeting with the leaders, Mendonça Filho also argued that the Anti-Faction bill, which deals with confronting criminal organizations and underwent changes in the Senate, should only be voted on after the constitutional text of the Public Security Amendment is finalized. The suggestion was accepted in the debate, aligning the processing of the two matters.
While public safety is on track for February, the Chamber's immediate agenda will focus on provisional measures and matters of consensus. Hugo Motta informed that the House should vote next week on the Provisional Measures for the People's Gas program and financial relief for rural producers affected by climate events, in addition to the bill that creates the Federal Institute of the Sertão Paraibano, while also moving forward with the installation of permanent committees, maintaining last year's party-based structure and leaving opposition issues, such as the CPMI of Banco Master, out of the initial agreement.
