247 - Supreme Court Justice Alexandre de Moraes on Tuesday (9) harshly criticized the actions of General Augusto Heleno, former Minister of the Institutional Security Office (GSI), during the analysis of the trial involving Jair Bolsonaro (PL) and seven other allies accused of leading a coup conspiracy.
According to Moraes, Heleno actively participated in the criminal organization headed by the former president, which aimed to delegitimize the electoral process and perpetuate itself in power. “It is unreasonable to consider it normal for an Army general, a four-star general, a minister of the GSI (Institutional Security Office), to have an agenda with coup-plotting notes, preparing the execution of acts to delegitimize the elections, the Judiciary, and to perpetuate himself in power. I cannot understand how anyone can consider a coup-plotting agenda normal in a democracy, in the 21st century,” he stated.
Criminal organization and attack on democracy
Moraes highlighted that, starting in June 2021, the criminal organization initiated executive actions aimed at weakening the system of checks and balances and directly attacking the Supreme Federal Court and the Superior Electoral Court. The minister explained that the group dedicated itself to creating and disseminating false narratives about alleged fraud in electronic voting machines, jeopardizing the credibility of the electoral process.
"The goal was to perpetuate power, whether through control by the Judiciary and the TSE (Superior Electoral Court), or by disregarding the rules of democracy and the 2022 elections," the rapporteur emphasized.
Parallel intelligence agency and use of public resources.
Another point highlighted by Moraes was the illegal use of state resources to favor the coup plot. The minister cited the actions of the Brazilian Intelligence Agency (Abin) and the GSI itself, under Heleno's command, in creating the so-called "parallel Abin," used to monitor political opponents and spread disinformation.
According to Moraes, this parallel structure served as a tool to fuel the narrative of vulnerability of electronic voting machines and reinforce attacks on the Electoral Court. "The members of the criminal organization illicitly used ABIN (Brazilian Intelligence Agency) to conceive their project of maintaining power, without the existence of checks and balances on the part of the Judiciary," he stated.
