Lula reinforces commitment to Solidarity Economy

In a meeting with the National Council for Solidarity Economy, Lula promises to address the demands of 27 entrepreneurs.

247 - President Luiz Inácio Lula da Silva met with the National Council for Solidarity Economy (CNES) this Tuesday (1), at the Planalto Palace, highlighting the commitment to actively listen to the demands of the Council members. One of them, for example, concerns the regulation of Law 15.068/2024, known as the Paul Singer Law for Solidarity Economy, sanctioned by Lula at the end of December last year. The information is from the Federal Government news agency.

After the meeting, the National Secretary of Popular and Solidarity Economy, Gilberto Carvalho, highlighted that the Federal Government has committed to acting to meet the sector's demands. “The president instructed us to ensure that the Ministry of Labor and Employment, our secretariat, and the government are committed to accelerating this regulation and getting it approved soon. Judging by how the president received the demonstrations of the viability of the solidarity economy, we felt he was moved and happy,” Carvalho reported.

According to the secretary, one of the main points of the regulation is the pursuit of a differentiated tax policy that encourages the emergence of new social cooperatives. Currently, Brazil has 27 solidarity economy enterprises, involving 2 million workers in 3.186 municipalities across the country. In 2023, the annual income of these businesses reached R$65 billion. 

In addition to the president and the secretary, the meeting was attended by the Ministers of Labor and Employment, Luiz Marinho, and of the General Secretariat of the Presidency of the Republic, Márcio Macêdo, as well as CNES advisors, representatives of solidarity economy enterprises, and civil society and social service organizations.

The result of more than a decade of efforts, Law 15.068/2024 establishes the National Policy for Solidarity Economy and the National System for Solidarity Economy (Sinaes). The law formalizes the recognition and support of enterprises that promote collective work, self-management, and sustainable practices, strengthening social and economic inclusion. It is known as the Paul Singer Law for Solidarity Economy, in honor of the economist who dedicated his life to promoting the solidarity economy in Brazil.

The National Council for the Solidarity Economy (CNES) is a collegiate body linked to the National Secretariat for Popular and Solidarity Economy (Senaes) of the Ministry of Labor and Employment (MTE), established by Decree No. 5.811/2006. It is composed of representatives from the Federal Government, State Secretariats of Labor, and support bodies for the solidarity economy at the state and municipal levels. Among its responsibilities is to stimulate and assist in policies and actions that promote these economic models in the country. The council is chaired by the MTE.
