The judge pointed out that the note "does not have a merely informative character regarding a historical event that occurred in Brazil and does not represent only an account of the 1964 movement, with an educational or merely retrospective purpose."

"The agenda, in reality, advocates an exaltation of the movement, with a defensive tone and a celebratory slant towards the political rupture triggered by the Armed Forces during that period, praising the establishment of a supposed democracy in the country, which, in addition to having a markedly political bias in a deeply polarized country, contradicts the studies and historical evidence of the period," wrote the magistrate.
