Incra breaks with MST and orders an end to dialogue with the landless movement.
The new national agrarian ombudsman of Incra, Army Colonel João Miguel Souza Aguiar Maia de Sousa, sent a circular memorandum to all the agency's superintendencies instructing their subordinate chiefs not to receive any more entities or representatives "that do not have legal personality," such as the MST; according to the ombudsman, "land invaders should not be attended to (they must be notified according to the law)."
247 - The new national agrarian ombudsman of Incra (National Institute for Colonization and Agrarian Reform), Army Colonel João Miguel Souza Aguiar Maia de Sousa, sent a circular memorandum this Thursday (21) to all the agency's superintendencies instructing their subordinate chiefs not to receive any more entities or representatives "that do not have legal personality", as is the case with the MST (Landless Rural Workers Movement). The circular represents the breaking of dialogue between Incra and the MST.
According to the ombudsman, "land invaders should not be attended to (they must be notified according to the law)." The content of the document was released by... Folha de S.Paulo newspaper.
The colonel requests that the instructions be passed on by the superintendents to all division heads and implementers of the agency's units throughout the country.
The military official stated that the measure is being taken "in accordance with the guidelines issued by the presidency of Incra".
