Hugo Motta advocates for the inclusion of the "Pé-de-Meia" (a proposed savings plan) in the 2025 Budget.

247 - The Speaker of the Chamber of Deputies, Hugo Motta (Republicanos-PB), is advocating to allies for the inclusion of the necessary funds for the "Pé-de-Meia" program in the 2025 Annual Budget Law (LOA), which has not yet been voted on. This measure would prevent the program from remaining blocked following a decision by the Federal Court of Accounts (TCU), which identified the transfer of funds without them being included in the budget as a fiscal irregularity. Launched in 2024, the Pé-de-Meia program aims to benefit low-income high school students by offering monthly payments and savings to those who complete their schooling and demonstrate good performance on the National High School Exam (ENEM). However, despite its importance, the government chose not to include the necessary funding for its continuation in the 2025 Budget Law. 

The justification given by the Finance Minister, Fernando Haddad, was that the resources would come from the Guarantee Fund for Operations (FGO) and that, therefore, the funds could only be included in the 2026 Budget Law. This explanation did not convince the Federal Court of Accounts (TCU), which pointed out the flaw in the allocation of resources without proper budgetary inclusion, nor did it appease the parliamentarians who continue to press for the regularization of the amounts.

On his social media, Hugo Motta firmly defended the program, emphasizing the importance of responsible management of public spending. "When I advocate prioritizing expenses and not tax increases, the 'Pé de Meia' program is an example. It represents 6 billion reais that the Executive branch needs to manage to maintain the program, which is very good," said the Speaker of the House.
