247 - With federal funds allocated to school meals frozen for five years, children are being stamped to avoid second helpings, sharing one egg among up to four people, and suffering from a lack of basic items such as meat and rice. 

The last adjustment, approved by Congress in August of this year, was vetoed by the Jair Bolsonaro (PL) government on the grounds that it could exceed the spending cap and affect other social programs. The Budget Bill sent to Congress also does not foresee an adjustment for the 2023 fiscal year.

According to the newspaper The State of S. PaulMunicipal managers argue that the shortfall in the National School Feeding Program (PNAE), which is the responsibility of the federal government, has increased municipal costs, since inflation in the basic food basket, which includes beans and vegetables, registered an increase of 26,75% between May 2021 and May of this year.

The National School Feeding Program (PNAE) serves 41 million students, and the funds are transferred directly to states and municipalities. The daily amount is R$ 1,07 for daycare centers, R$ 0,53 for preschool, and R$ 0,36 for elementary and high school. The Ministry of Education stated, in a note, that the program reaches all students enrolled in the public school system and that the National Fund for the Development of Education (FNDE) does not have the autonomy to increase the per capita amounts that are transferred.
