247 - Former Petrobras director Paulo Roberto Costa stated in his plea bargain testimony that he raised R$ 30 million for the undeclared campaign funds of former Rio de Janeiro governor Sérgio Cabral (PMDB) in the 2010 election. The funds allegedly also benefited the current governor of the state, Luiz Fernando Pezão (PMDB), Cabral's vice-governor at the time. Régis Fishner, then Sérgio Cabral's Chief of Staff, is said to have been the operator of the transfers.

According to Costa, the money came from the companies responsible for the construction of the Rio de Janeiro Petrochemical Complex (Comperj). The Compar consortium – formed by the construction companies OAS, Odebrecht, and UTC – was allegedly responsible for contributing R$ 13 million. The remainder was supposedly paid by Skanska, Alusa, and UTC. Paulo Roberto Costa also stated that the money was intended for bribe payments.

According to the excerpt from the document, the Compar consortium was the main payer. Paulo Roberto states that "each company contributed a total of R$ 30 million. Compar paid R$ 13 million and the rest was divided between Skanka, Alusa, and UTC. The money came from the companies' cash reserves and the operational aspects were handled by Regis Fichtner."

Sérgio Cabral, Luiz Fernando Pezão, and Régis Fichtner denied the accusations made by Paulo Roberto Costa. Pezão denied the veracity of the allegations and reiterated that he never had contact with anyone from Petrobras to raise funds. "I am confident that I did not receive any funds, I did not have any campaign assistance, I did not ask for anything, and I did not have any conversations. Neither with Dr. Paulo Roberto nor with anyone from Petrobras to ask for campaign assistance," stated the governor of Rio.

Costa also said that the former governor of Pernambuco, Eduardo Campos, would have received R$ 20 million for the slush fund of his reelection campaign to the government in 2010. He died on August 13, in the middle of the presidential campaign, during a plane crash. The accusation was made by Costa in his plea bargain testimony, which had its confidentiality broken on Friday (6).
