A public consultation opened on the Senate website regarding the "regulation of the recreational, medicinal, and industrial use of marijuana" has received overwhelming approval from participants. According to the website, over 11,6 people are in favor of legalizing marijuana use, compared to only 670 who say they do not want to see its use regulated. According to the website, more than 11,6 people are in favor of legalizing marijuana use, compared to only 670 who say they do not want to see the use of the herb regulated. According to the Senate's internal regulations, any citizen can propose a project, under the name of legislative idea. If, within four months, it receives the support of 20 people, it becomes a legislative suggestion and is forwarded to the Human Rights and Participatory Legislation Committee (CDH).

The proposal to regulate marijuana use was authored by André Kiepper. He argues that "the unregulated marijuana market generates violence, crime, and corruption" and that "the user is penalized and thousands of young people are imprisoned for trafficking."
