Lula's advisors recommend increasing the value and investment in the Armed Forces and maintaining benefits for the military.
The measures aim to bring the Armed Forces – co-opted by Jair Bolsonaro over the last four years – closer to Lula.
247 - Advisors to President-elect Luiz Inácio Lula da Silva (PT) have suggested that the new government should maintain the benefits granted to the military during Jair Bolsonaro's (PL) administration, in addition to valuing the role of officers and investing in military barracks, as a way to re-establish ties with the Armed Forces.
According to Bela Megale, from the newspaper The GlobeAmong the benefits that should be maintained "is the pension reform that increased pension rates, granted annual adjustments until 2023, and created a path for them to retire with higher pay through courses. One of the main fears of the military during the campaign was precisely that Lula would present a proposal to change the new retirement rules."
The review of Bolsonaro's decree allowing active-duty military personnel to hold public office indefinitely is seen as "sensitive" and treated as a secondary issue.
To enhance the value of the Armed Forces, the Workers' Party advisors recommend "giving them prestigious tasks, such as expanding their role in monitoring and protecting the Amazon's borders, whether by land or river."
In addition to increasing property values, Lula is told it is necessary to focus on "investment and development of military technological projects, such as the Integrated Border Monitoring System (Sisfron), created in 2008 during Lula's second term. Today the program is hampered by a lack of investment."
Lula has already stated that he intends to put a civilian in charge of the Ministry of Defense, but he has not yet mentioned any names.
