Bolsonaro's interest in the commission's visit, however, is directly linked to Alexandre de Moraes. The former president hopes that the IACHR's final report will contain criticisms of the actions of the Supreme Federal Court (STF) minister and the Superior Electoral Court (TSE), fueling his thesis of political persecution. The scenario has become even more delicate for the former head of the Executive branch after the Attorney General's Office (PGR) indicated that it should soon present a formal complaint in the inquiry investigating an attempted coup d'état.
Despite his lawyers' recommendation to avoid direct attacks on Moraes, Bolsonaro does not hide his animosity towards the magistrate. He blames him for his defeat in the 2022 presidential elections, especially due to the TSE's decisions to combat the spread of disinformation during the election.
The mission led by Pedro Vaca includes meetings with representatives of the three branches of government, as well as members of the government and the opposition. Among the most anticipated meetings was the conversation with Alexandre de Moraes and the president of the Supreme Federal Court (STF), Luís Roberto Barroso. During the meeting, Moraes detailed the TSE's actions in combating the dissemination of fake news in the 2022 elections and justified measures such as the temporary suspension of social network X, after repeated court orders were disobeyed by the platform. The Federal Police also presented a report to the IACHR on the attacks directed at the delegate responsible for the investigations involving Bolsonaro.
When discussing his mission in Brazil, Pedro Vaca made a point of differentiating the country from authoritarian regimes and emphasized the importance of the functioning of democratic institutions. "Authoritarian states are those that won't let me in," he declared.
The final report from the Inter-American Commission on Human Rights should be released within five months. However, a preliminary document with the main observations about the visit will be published in approximately one month. Sources linked to the OAS believe that the text will not contain direct criticisms of Alexandre de Moraes, thus frustrating Bolsonaro's expectations.
