Bolsonaro uses Secom to campaign against postponing the Enem exam.

According to Secom (the Special Secretariat for Social Communication), maintaining the scheduled dates for the ENEM (National High School Exam) tests, even amidst the pandemic, is "moving forward without leaving anyone behind." However, maintaining the schedule is criticized by student movements and civil society organizations.

Luisa Fragão, Fórum Magazine - The government of Jair Bolsonaro used the Twitter profile of the Presidency's Secretariat of Communication (Secom) to campaign against postponing the National High School Exam (Enem) amidst the coronavirus pandemic. Although Bolsonaro had already admitted that the exam could be postponed, Secom listed four reasons for holding the exam on the scheduled date.

According to the secretariat, holding the exam is a matter of freedom, and the goal of maintaining the scheduled dates is "to move forward without leaving anyone behind."

The Secom argues that conditions are in place for the exam to take place, since 98,6% of candidates who requested exemption from the registration fee have cell phones and 75% have internet access at home. However, a significant portion of the students (25%) in this group would not be able to study online, as other Ministry of Education advertisements have claimed, and could be disadvantaged.

“More than 60% of the candidates have already completed high school and are trying again to enter a public university. Furthermore, postponing the ENEM exam will have repercussions on programs like Prouni and FIES. In both cases, millions of Brazilian students will lose out,” the secretariat wrote.
