Protests against amnesty and the "Shielding Constitutional Amendment" are taking place across the country today. Check the list.
Protests are planned in 23 states, with the participation of artists.
Brazil Agency - Protests against the Proposed Amendment to the Constitution (PEC) of Shielding, as the project approved by the Chamber last Tuesday (16) became known, are scheduled for this Sunday (21) in at least 30 cities and 22 capitals. The proposal, in practice, makes it more difficult to open criminal proceedings against parliamentarians.
The protests will also criticize the proposed amnesty for those convicted of attempted coups d'état. Among them is former president Jair Bolsonaro (PL), sentenced by the Supreme Federal Court (STF) to 27 years in prison.
This Sunday's mobilization also includes members of the government's base in Congress, as well as labor unions, popular movements, and other civil society organizations. They disapprove of what they call the "PEC of Banditry," due to its potential to suspend the investigation of crimes.
Musical acts
In Brasília, the event is scheduled to begin at 10 a.m. in front of the National Museum. Singer Chico César is confirmed for the musical performance. In Belo Horizonte, at Raul Soares Square, the event is scheduled to begin at 9 a.m., with singer Fernanda Takai in attendance.
In São Paulo, the gathering will be at Masp, on Avenida Paulista, at 14 p.m. In Rio de Janeiro, the movement has been called to Copacabana and is expected to feature a free concert by artists such as Caetano Veloso, Gilberto Gil, and Chico Buarque, who promise to sing together on a trio elétrico that will depart from Posto 5 at 14 p.m.
In a video on social media, Caetano said that Congress's move to approve a rule suspending investigations cannot go unanswered. "We have to take to the streets, in front of Congress, as we have done before. We must once again say that we do not accept this, as a people, as a nation," the singer urged.
Other artists, such as Djavan, Maria Gadú, the group Os Garotin and Marina Sena also confirmed their presence.
The demonstration on the Rio coast is one of those called by groups such as Frente Povo Sem Medo, Frente Brasil Popular and Central de Movimentos Populares, with great movement on social media.
Proposal
The Shielding PEC, as approved by the Chamber under an urgent regime, provides that any opening of criminal proceedings against a parliamentarian depends on prior authorization, from the absolute majority of the Senate or the Chamber.
According to the text, parliamentarians have 90 days to decide whether or not to authorize a criminal investigation against a colleague, starting from when the Supreme Court sends the request to Congress.
Supporters of the measure say the proposal is a reaction to what they call abuse of power by the Supreme Federal Court (STF) and that the measures restore original prerogatives provided for in the 1988 Constitution, but which were later changed.
Return to the past
Critics, in turn, accuse the PEC of being a return to what was in effect before 2001, when Congress approved an amendment to overturn the requirement for parliamentary authorization to prosecute members of parliament.
At the time, the decision was made in light of hundreds of cases of impunity for senators and representatives investigated for crimes including corruption, murder, and drug trafficking that shocked public opinion throughout the 1990s.

Conduct
After being approved in two rounds in the Chamber of Deputies, the proposed amendment was sent to the Senate, where it is expected to face resistance. The chairman of the Senate's Constitution and Justice Committee (CCJ), Otto Alencar (PSD-BA), expressed outrage at the initiative.
"The revulsion towards the 'Shielding Amendment' is evident in the surprised eyes of the people, but the Chamber of Deputies is trying hard not to see it. I am against it," the senator declared on social media.
