247 – In conversations during the first half of 2011, businessman Carlinhos Cachoeira told Claudio Abreu, director of Delta in the Midwest, that he was providing information about irregularities at DNIT (National Department of Transport Infrastructure) to Veja magazine during the investigation for a report. The illegal gambling operator disliked the interference of the agency's director-general, who reported problems with the contractor's projects to the Federal Police and the Court of Auditors, and plotted his downfall.

The recurring problems with Delta's construction projects led the top officials at DNIT (National Department of Transport Infrastructure) to point out irregularities involving the company to oversight bodies such as the Federal Police and the Court of Auditors.

Delta is the company that has received the most funding from the federal government since 2007.

Most of the contracts are for works for DNIT (National Department of Transport Infrastructure), mainly the construction or maintenance of highways. In 2011, of the R$ 862,4 million that the government paid to the company, 90% of the amount came from the highway department.

According to DNIT (National Department of Transport Infrastructure), the works were poorly executed or delayed. Starting in 2010, the agency began opening administrative proceedings or issuing documents that threatened to revoke contracts with the construction company, which denies any irregularities.

The friction between Delta and DNIT led the group headed by Carlinhos Cachoeira, who is under investigation for suspected illegal activities and has ties to the construction company, to work towards the removal of the agency's director-general.

In conversations during the first half of 2011, Cachoeira told Claudio Abreu, director of Delta in the Midwest, that he was providing information about irregularities at DNIT to "Veja" magazine while they were investigating a story.
