According to CNN, sources close to Valdemar said that the document reflects the views of the consultant hired by the party to monitor the electoral process, and that the document is an executive summary of a 130-page report that was filed with the Superior Electoral Court (TSE) on the 19th of this month with suggestions for improving the electoral system.

However, the document bears the PL's letterhead and was distributed by the party's national vice-president, Congressman Capitão Augusto.

Criticizing the electoral process, he is seen in the Bolsonaro campaign as the president's "plan B," should he be defeated by former president Lula (PT) on Sunday, October 2nd, when the first round of elections takes place.
