Will the inauguration take place earlier than planned?

The future Minister of Justice, Flávio Dino, said a short while ago in an interview with GloboNews that there will be no power vacuum between the end of the Bolsonaro government, at midnight on December 31st, and the beginning of the Lula government, at one minute past midnight on January 1st, 2023.
“The inauguration is a formality,” he said, “the constitution states that the new government begins at one minute past midnight on January 1st.”
From what I understand, Lula will "take office" before the formal inauguration, which will allow Dino to be sworn into the Ministry of Justice and Public Security and thus have power over the security agencies before Lula's formal inauguration, scheduled for the afternoon.
