Does Paulo Guedes support sex tourism?

Near the end of the fateful ministerial debauchery of April 22nd, the floor is given to Paulo Guedes. 

In his arrogance, the Minister of Economy unleashes an overwhelming litany of insults, such as privatizing the Bank of Brazil, declaring war on public employees, announcing fantastical figures, and boasting about books he claims to have read, among other things.

Perhaps that's why one part went unnoticed.

This refers to the one in which Pinochet's former aide appears to defend sex tourism. His intention is to attract dollars to the country. Read more:

The same thing with ours... the problem with the game there in... there in... the integrated resources. 

There's no problem at all. They're billionaires, they're millionaires. Executives from all over the world. The guy comes, and... they hold conventions... look, tourism in Singapore went from five million to thirty million a year.

The president's dream of turning Rio de Janeiro into Cancún, Angra dos Reis into Cancún. 

That place could turn into Cancún in no time. You understand? The same thing there in Es… uh, Spain. 

Spain receives thirty, forty million tourists. That's a city in Asia. Macau receives twenty-six million today in… in China. Just because of this business. It's a business center. It's only for adults. The guy goes in, leaves the money he earned the day before yesterday there – he leaves it there, drinks, and leaves happy as can be.
