Lula should wait for the budget vote before starting a cabinet reshuffle.

President Lula has avoided speaking to his inner circle about the changes he will make in the Ministries, but he is signaling that he will wait for the budget vote before making the changes. According to allies of the president, the Workers' Party leader is expected to wait for the vote on the budget bill, which is awaiting a resolution regarding parliamentary amendments, the subject of a Supreme Federal Court decision. The idea is to prevent this issue, which has generated tension between the branches of government, from affecting the replacements the president will make. The vote is expected to take place only after Carnival, since, for now, the Legislative and Judicial branches are seeking an agreement on the text.

So far, the most likely changes are expected to occur in the General Secretariat of the Government (Márcio Macedo), the Secretariat of Institutional Relations (Alexandre Padilha), the Women's Ministry (Cida Gonçalves), the Health Ministry (Nísia Trindade), and the Ministry of Development, Industry, Trade and Services (Geraldo Alckmin).
