 Lula has appointed 21 ministers so far, 15 of them men, and of these, only one is Black, in the Human Rights Secretariat. Meanwhile, at the Ministry of Finance, where things get serious, Haddad has already appointed his top-level staff. The minister most closely linked to the president preferred 100% white men in the main positions, the backbone of the ministry. Only one woman was appointed to a relevant position, but not to the main office, in the Attorney General's Office (PGFN), an appointment made in agreement with the Attorney General's Office (PGR). 

 It's not easy to assemble a cabinet, much less an economic team. The people involved have to be technically excellent and inspire immense personal trust. After all, these people handle classified information, which, if leaked, could trigger crises. In the recent past, there was a complaint that led to the Federal Police's "Shooting Star" operation, but it found no evidence of a crime. And within the Bolsonaro government, there are dozens of shady dealings, covered up by age-old secrecy, but which must now be investigated. 

 This shows that there are many factors to consider when forming a team.

 But even so, one has to ask, only one woman, Fernando? Well, I suppose he did what he could and couldn't find a better match.

 The same question can be directed to other male ministers.

 In the Ministry of Justice, Flavio Dino was more successful in balancing the team, including women in relevant positions. However, there was only one Black man on the team. He had problems with two individuals, one accused of "Lava Jato-ism" and the other of being involved in the Carandiru massacre. I'm not accusing anyone; these issues will be much discussed. Alckmin, whom I like, spoke ill of the then-imprisoned Lula in 2018. Later, he said he spoke because he was deceived. Has anyone asked this supposed "Lava Jato-ist" if he acknowledges having been deceived?

 The Lula government isn't reinventing the wheel. We've already had female ministers, like Esther de Figueiredo Ferraz (the country's first female minister), Zélia Cardoso de Mello, and Dorothea Werneck. The government's challenge is to ensure that this participation isn't just occasional, but consistent and lasting. Otherwise, we'll just get used to the likes of Damares.
