Former São Paulo mayor Fernando Haddad decided to troll the centennial newspaper O Estado de S. Paulo on his Twitter profile.
The title of the editorial Haddad is referring to is Beautiful City in name onlyIn the text, among other things, the newspaper states that the first assessments of the performance of João Doria's government in the area of maintenance services – such as street and sidewalk maintenance and public cleaning – are discouraging.

And what data was requested regarding the 13 actions developed in the janitorial services, based on the Access to Information Law, given that the City Hall only provided data for nine actions, in eight of which there was a drop in performance between January and August, compared to the same period in 2016.
In another passage, the newspaper appears even more annoyed, plagiarizing Haddad. “The community workdays of the 'Cidade Linda' program and the 'Mário Covas' community workday for sidewalk repairs have so far produced nothing of what was promised. Even worse: the situation is worse than before.”
And to seal the coffin of disappointment, the newspaper states: “As can be seen more than six months into his term, it was nothing more than a clever marketing ploy. (…) The population may be impressed at first, but it doesn't take long to distinguish effective action from mere fireworks.”

PS: It's terrible having to explain jokes, but some readers don't know the usage of the term "xatiado". The word is spelled that way in social media slang. It's an ironic way of talking about your own annoyance. With a "ch", of course…
