General interviews Marina Silva. Is that even possible, Arnaldo?

I read, with astonishment, this tweet from General Villas Boas, commander of the Army, on the Army's official Twitter page, alongside a photo showing only him and presidential candidate Marina Silva, face to face:
"Continuing our contacts with the pre-candidates for the presidency of the republic, during which we presented some topics, from the Army's perspective, that we consider important to be discussed by those who aspire to lead the Nation, I received Ms. Marina Silva at our headquarters of the @exercitooficial."
I am not aware that presidential candidates have to exchange ideas with army commanders.
The federal constitution explicitly states that one of the duties of the President of the Republic is "to exercise supreme command of the Armed Forces, to appoint the Commanders of the Navy, the Army and the Air Force, to promote their flag officers and to appoint them to the positions that are exclusive to them".
It is therefore not the role of the Army commander to conduct grillings with presidential candidates, nor is it the role of the presidential candidates to accept this type of meeting.
At the very least, it's a breach of hierarchy.
