Economist Nelson Marconi considers Haddad's fiscal framework restrictive.

Economist Nelson Marconi, a professor at FGV, told this columnist that he considered the fiscal framework announced today (30) by Minister Fernando Haddad “restrictive”, and that the proposed percentages will serve for the government to “open negotiations with Congress”.
Marconi, Ciro Gomes' economic advisor during the election campaign, stated that the plan "should be counter-cyclical, and for that to happen, the investment should be outside the norm."
The economist went further in his criticism: “To accomplish what it is proposing, the government will have to increase revenue. And I haven't seen anyone yet talk about taxing profits and dividends or large fortunes.”
We'll see. The economic plan, as announced by Haddad, will be described in more detail when it is sent to Congress next week.
