Dispute over budget could delay the installation of committees in the Chamber.

MDB and União Brasil are vying for the rapporteurship of the Budget.

The next rapporteur for the Budget will be a member of parliament, who will have the authority to allocate resources for 2026, an election year. However, two parties are vying behind the scenes for control of this power: MDB and União Brasil. The former is led by Isnaldo Bulhões, a friend and trusted associate of President Hugo Motta. The party's adherence to the bloc that elected Hugo, right from the start, would have secured the appointment of the rapporteur. Bulhões, who was a pre-candidate for President of the Chamber, also gave up running for the position now held by Hugo.

On the other side is Elmar Nascimento and the leadership of União Brasil, who joined Hugo's candidacy in the final stretch, when practically all parties had already declared their support. Despite this, União reportedly requested that the agreement forged for Arthur Lira's election two years prior be preserved. That is, that in the rotation for the budget rapporteurship, União would be the one chosen in 2025.

The consolation for whoever isn't chosen is the leadership of the Constitution and Justice Committee (CCJ), one of the most important committees in the House. But, so far, there are no signs that either the MDB or the Union will accept the change. Meanwhile, the other committees may have to wait to be installed.
