Letter from anti-fascist civil police officers of the Federal District.

First of all, we would like to congratulate you on the rescue of our Democracy, so well led by Your Excellency.
Even knowing the difficulties you will face in guiding the course of the Brazilian people, we could not, at this moment, fail to express the enormous gratitude and respect that we signatories have for Your Excellency, and we will never forget the value given to the Civil Police of the Federal District by His Excellency the President and by Her Excellency President Dilma Rousseff.
The coup attempts of January 08, 2023, were very worrying, as was the inaction of those responsible for guaranteeing democracy, public order, and the protection of our public assets, not forgetting that in this situation there are both commanders and those commanded.
Your Excellency, in 2004, recognized the equalization of the Civil Police of the Federal District with the Federal Police, knowing that we are products of the same embryo, the former DFSP – Federal Department of Public Security, as are currently the civil police officers of the Union in the former Territories. In 2006, when we were requesting an 18% increase, you granted the Civil Police of the Federal District and the Federal Police between 28% and 32%.
At that time, Mr. President, the Civil Police of the Federal District, the Federal Police, and the Civil Police of the Union from the former Territories had the same salary. In terms of remuneration, they constituted the highest salary among the Civil Police forces in Brazil. This is not without reason; the Federal District houses the three branches of government, all diplomatic representations, and various federal government agencies, which makes our arduous mission different from that of other Civil Police forces in Brazil.
The Civil Police of the Federal District and the Federal Police share the same disciplinary and statutory basis, Law No. 4.878/65, which would not allow for asymmetrical treatment.
But, Your Excellency, how can two police forces maintained and organized by the Union, as provided for in the Constitution, have different salary treatment? Remembering, and at the same time thanking you, Your Excellency left us with the highest salary among the Brazilian civil police forces, and today, Mr. President, due to the total devaluation by the governments that succeeded President Dilma, we have fallen to the 8th highest salary among the Brazilian Civil Police forces. Because of this, we sadly see that former civil police officers and pensioners are experiencing enormous financial hardship, leading to serious comorbidities affecting their physical and mental health and cruel indebtedness that causes them to suffer from deep depression, with even more serious consequences.
However, this is not a matter of lack of resources, since the Federal District Constitutional Fund receives sufficient resources from the Union to allow for parity between the Civil Police of the Federal District and the Federal Police, as Your Excellency determined in 2004. Unfortunately, this is not the reality that the Federal District has left us with.
We are not advocating for a breach of the Federal Pact, but we believe that, as is the case with the Federal Police and the Civil Police of the Union in the former Territories, the percentages of salary adjustments should be determined and forwarded by Your Excellency, without us being at the mercy of the political whims and interests of the Federal District. We emphasize that in the Federal District we have more obligations than the other States of the Federation, as mentioned previously.
Devaluation and salary discrepancies have occurred due to interference and political will originating from the Government of the Federal District, which uses resources for other areas in an attempt to equalize institutions with extremely different characteristics, such as military police and civil police.
By ruling of the Federal Court of Accounts and ratified by a decision of the Supreme Federal Court, the social security and income tax contributions of the Civil Police of the Federal District must return to the Union's coffers, which is conclusive proof that our paternity is tied to the Federal Government. This contrasts with the Health and Education sectors of the Federal District, where the resources are drawn from the same Constitutional Fund whose contributions return to the coffers of the Federal District Government, demonstrating the total difference in the financial and administrative management of these organizations.
Given the widespread talk about a breach of the federal pact, it's worth remembering that Federal law already governs how the Government of the Federal District will manage the Civil Police of the Federal District, but it is the Union that maintains and organizes it, and today, thank God, we have Your Excellency at the helm.
This letter, Mr. President, is not a demand but a plea for help and attention. Do not allow the Civil Police of the Federal District to be used politically, distorting its unrestricted role as the Judicial Police of the Union of the Federal District/PCDF, so that we may fulfill our constitutional duty.
With sincerest wishes for Your Excellency's success, we conclude this letter with utmost respect and the belief that our great and blessed country will return to the path of development and democracy.
