Government launches emergency credit program to settle debts in the rural sector.

A special line of credit worth R$12 billion will assist farmers affected by disasters and extreme weather events.

247 - The Lula (PT) government officially announced this Monday (22), through the Official Gazette of the Union, the creation of a special credit line for rural producers who faced losses due to severe weather events. The measure was established by CMN Resolution No. 5.247.

The National Monetary Council (CMN) approved the release of up to R$ 12 billion to amortize or settle debts linked to rural credit operations and Rural Product Certificates (CPR). The council is chaired by the Minister of Finance, Fernando Haddad, and composed of the President of the Central Bank, Gabriel Galípolo, and the Minister of Planning and Budget, Simone Tebet. The CMN is the highest body responsible for formulating monetary and credit policy in the country.

Who will be able to access the credit?

The resolution stipulates that rural producers and agricultural cooperatives that have suffered impacts in municipalities that have declared a state of emergency or public calamity in at least two years between 2020 and 2024 may apply for the credit line. Events considered include floods, droughts, dry spells, frosts, gales, tornadoes, heavy rains, hail, and cold waves, provided they are recognized by the Ministry of Integration and Regional Development.

Farmers who have experienced losses of at least 20% of average yield in two of their three main agricultural activities, according to criteria set by the Ministry of Agriculture and Livestock, will also be eligible.

Financing conditions and limits

The maximum credit line amount varies according to the producer's profile:

  • Up to R $ 250 thousand for beneficiaries of the National Program for Strengthening Family Farming (Pronaf)
  • Up to R$ 1,5 million for beneficiaries of the National Program to Support Medium-Sized Rural Producers (Pronamp)
  • Up to R$3 million for other rural producers

The repayment term will be up to nine years, with the possibility of a grace period of up to one year, respecting the borrower's financial capacity.

Compliance criteria

The resolution establishes specific rules for accessing the benefit. Eligible operations will include those contracted up to June 30, 2024, that were up-to-date on that date but became delinquent on September 5, 2025. Renegotiated debts with due dates between September 5, 2025, and December 31, 2027, may also be included, provided they are up-to-date at the time the new line of credit is contracted.

Deadline for registration

Those interested have until February 10, 2026, to formalize the contract with the authorized financial institutions. The government emphasizes that the initiative seeks to ensure the continuity of agricultural activities and provide financial relief to producers in the face of successive losses caused by extreme weather events.
